of the issue is a discussion or lack thereof between the assessor's office and the tax collector's office. i remember years ago trying to pay my property taxes and being told i am so sorry you can't do that yet. i found it odd that they do not want my money. the process then was that they had not figured out the escape assessment; they were still working on numbers from years earlier. they knew those based on my purchase price but they were not ready to collect the money for four more years. i knew they would be collecting at some point so i set it aside. i can appreciate that so many people don't. if i were asked, i would be happy to lend a hand and solve these problems. >> it is not the role of the assessment board to facilitate a process between our citizens and our homeowners or property owners but for me it is something that as citizens of san francisco, help push to make it easier for people to understand and easier to get a rebate. >> when i had my appeal i talk with five or six people who did not understand the comp period, were certain dates. they had come to the wrong dates. i hel

in their homes. on the federal level congress has passed a number of laws reducing the tax burden on homeowners facing foreclosure, expanding home ownership counseling, expanding the the federal housing administration to play a larger role for those at risk of foreclosure. obama signed the home affordable refinance program in 2010. locally we've done many things. in january 2008, this board of supervisors established a san francisco fair lending working group, with its number one policy recommendation of whenever possible, home ownership should be preserved and foreclosure prevented. this promotes family stability in our neighborhoods and community. second of all, the goal of this legislation was to provide security for tenants in t.i.c. buildings. supervisor wiener as coauthor want to ensure that tenants in t.i.c. buildings which might take advantage of this legislation will be presented. we wanted to provide the greatest security possible for existing tenants to be secure in their units and our legislation has done exactly that. let me specifically address this to many of the people in the ha

we earn playing and shopping here. we care about each other and pay taxes to provide services to everyone. in fact, my co-owners and i have paid over $250,000 in property taxes to the city of san francisco since we purchased in 2007. in the same period of time two similarly sized tenant occupied buildings on our block have paid less than 40,000 combined. that's due to prop 13. we are san francisco's middle class and we need help. although we don't attend meetings in protest we still deserve to have the full board consider this legislation which will allow us to help ourselves. i also wanted to thank the people in opposition who have acknowledged our common goals and that we need help but state that long-term solutions which i believe we need in condo reform isn't going to help any of us. we're going to be forced to sell and dump this problem in new owners -- >> chair wiener: thank you very much. next speaker. i've called all the cards. if there's anyone else who would like to speak just get in line, otherwise this will be the last speaker. >> jake, i live in a six unit t.i.c.

here six years ago and no one has ever been ellis acted. we may our taxes. and we're not going anywhere. we're here for the long haul. but we see people in our building who have sold, and our building renovated sold in 10 minutes to us, and other people who bought. but it's taken over a year to sell them because of the hoops the banks make the new buyers go through. and i just think it's the next right thing to do. and i love to see $20 million go into affordable housing. thank you very much. >> chair wiener: thank you. next speaker. >> i want to -- mike muylan that was my wife. i agree and support what she said because it's better off for me. we live in a t.i.c., it's very diverse, and the occupants in both jobs and ethnicity, we have chinese, vietnamese, people in marketing, we have a landscaper, and some that are semiretired. i looked up data from 2010 and it looked like at the time they said there's 65% of the units in san francisco are rented. that's 220,000 units and 35% are owned. that's 123,000. so this legislation, which is about a one-time -- roughly might be 2,000 units, is l

it was unheard of by many of the tech companies, the same with tax exclusion that we also did on stock compensation was that tech companies were committed on working with the city of san francisco on hiring residents from many neighborhoods that don't have access to the growing technology sector whether it is the mission, tenderloin, south of market and western addition; and happy to have cosponsors breed, cohen, avalos - to see what it is that we can do to partner with our private tech sector to ensure that we are opening up and creating a pipeline of jobs whether it is for our students born and raised in san francisco who might not get the type of education to be competitive for these jobs; whether it is adults that i found themselves unemployed in an economy not doing well but need additional training for these jobs. what is it that we can do to partner with the mayor's office in our tech companies to develop programs that would address three different population needs so they can benefit from this growing sector? we have had a remarkable growth in the technology sector. i am pr
